Concord Grants Reach Thousands But Housing Lags, Annual Report Shows

CONCORD, CA — Concord-funded programs helped more than 21,000 residents and households while exceeding several service goals, but rising construction costs and limited shelter space restricted the city’s housing assistance efforts.

The city spent about $1.18 million in federal Community Development Block Grant money and $150,000 in local Cannabis Community Benefit Funds during the 2024-25 fiscal year, according to Concord’s annual performance report. The investments also helped leverage more than $26 million from local sources and agency matching funds.

Fifteen programs provided services for homeless residents, seniors, people with disabilities, domestic violence survivors, young people, and other residents with special needs. Programs assisted 9,989 people through general public services, exceeding the annual goal of 9,100, and served 2,256 people with special needs, surpassing the target of 1,563.

Housing assistance produced more limited results. Concord funded one loan and 12 grants for low-income homeowners who needed roof, plumbing, sewer, water heater, or accessibility repairs. The city had set a goal of helping 15 households but said higher labor and material costs, limited funding, and a shortage of contractors slowed the work.

The Winter Nights Family Shelter housed 12 Concord households against a goal of 21. The city attributed the difference to strong demand and limited turnover.

Concord also reported that a 62-unit affordable housing development completed in spring 2025 was fully occupied. The city had invested $7.8 million in the project.
