Laguna Beach Residents May Vote To Put Term Limits On City Officials: Prop E

LAGUNA BEACH, CA — Laguna Beach residents will vote on a major prop this November.

Measure E, if passed, enacts a limit on consecutive years of service by members of the City Council to a combined total of two four-year consecutive term.

If passed, a city councilmember could run for election again after a lapse of service of at least two years.

Currently, Laguna Beach does not have term limits on elected city council chairs.

The measure was placed on the ballot during a Dec. 9, 2025 city council meeting, where councilmembers voted to place the measure on the November ballot in compliance with California Elections Code, city staff said.

If approved by a majority of voters, Measure E would ensure that no person may serve more than two consecutive four-year terms as a Laguna Beach City councilmember.

Under Measure E, a councilmember is appointed or elected to fill a vacant city council seat for less than two years of a four-year term, that person will be able to serve two consecutive four-year terms afterward.

If voted in by residents, the measure will only apply to city council terms starting as of the Nov. 3, 2026 deadline.
