San Ramon Council To View FY26-27 Preliminary Budget

SAN RAMON, CA — The San Ramon City Council will view a preliminary budget for Fiscal Year 2026-27 at its Tuesday meeting. Any changes will be incorporated into a proposed budget, which the council will vote to approve May 26.

According to a staff report, the city projects $85.3 million in General Fund revenue for FY27, which includes $14.9 million from the Measure N sales tax increase. General Fund expenses, excluding transfers, are projected at $76.8 million, up 6.6%. Staff attribute the increase largely to personnel costs, pension obligations, rising insurance premiums, and accounting changes affecting Parks and Community Service programming.

The largest spending increases include:

• $1.8 million tied to accounting practice changes for Parks and Community Services programs
• $1.8 million in personnel-related costs
• $351,000 for software upgrades and cybersecurity improvements

The budget also includes a $10.18 million capital improvement program funding 32 projects across the city.

Staff noted that the city closed a $17.6 million fiscal deficit in FY24-25, but continues to face an operational imbalance driven by expenditure growth historically outpacing revenue growth. According to the report, long-term financial modeling shows that the city would need to limit future expenditure growth to roughly 2% annually to achieve a balanced operating budget by FY35, when Measure N funding expires.
