City Of Temecula's Payroll Exceeded $31 Million In 2025, State Records Show

TEMECULA, CA — Temecula spent more than $31 million on city employee wages in 2025, according to a report released Tuesday by the California State Controller's Office.

The annual report is released to enhance government transparency and provide a single, publicly accessible statewide database.

According to the report, $31,548,709 in wages were paid out in Temecula last year, with the 10 highest earning officials being:

  • City manager: $424,551
  • Assistant city manager: $366,114
  • Assistant director of public works: $341,160
  • Deputy city manager: $333,167
  • Director of finance:$326,394
  • Director of community development: $314,805
  • Director of legislative affairs/city clerk: $302,211
  • Director of community services: $302,047
  • Director of public works/city engineer: $291,633
  • Director of IT/support services: $287,812

The number of city employees on the payroll in 2025 stood at 538, with the average wage at $58,641, according to the report.

The U.S. Census Bureau estimates the population of Temecula to be 114,865 as of July 1, 2025.

Amounts documented by the controller's office include base pay, overtime and lump sum disbursals, which are often tied to banked vacation and sick leave time that went unused, sometimes for years, then cashed out. The full data is available at publicpay.ca.gov.

The five elected Temecula city council members are compensated but are not classified as city employees. According to the state controller's report, the council members' pay ranged from a high of $44,105 to a low of $28,756 in 2025.
