The complaint charges Fiapoto with murder and adds three sentencing enhancements. Prosecutors say he acted as an active participant in a criminal street gang, discharged a firearm causing great bodily injury and death, and intentionally fired the weapon at McDougal. Authorities also charged him with unlawful participation in a criminal street gang.

Investigators from the Richmond and San Francisco police departments, working with the FBI and a regional Major Crimes Task Force, spent years building the case.
