Hartford Police Renew Appeal To Solve 12 Cold Case Homicides

HARTFORD, CT — The Hartford Police Department is renewing its appeal for information in a dozen unsolved homicide investigations, reminding the public that rewards of up to $25,000 are available in each case.

In a social media campaign, police highlighted 12 victims whose cases remain open, noting that Connecticut's governor has authorized rewards for information leading to the arrest and conviction of those responsible.

"These cases remain unsolved, but they are not forgotten," the department said.

The victims include:

• Jassmin Lewis, who was fatally shot on May 23, 2021, near Homestead Avenue and Woodland Street. A second victim, Luis Armando, survived the shooting.
• Marion Edwards, who was killed on July 18, 2023, after a ShotSpotter activation near Barbour Street. Anthony Lewis survived the shooting.
• Alex Colon, who died after being shot near 782 New Britain Ave. on Dec. 12, 2024.
• Jeremy "Perk" Williams, who was found dead inside a burned vehicle on Pembroke Street on Feb. 17, 2010. Investigators determined he had been shot before the vehicle was set on fire.
• Anthony Swaby, who was fatally shot near Blue Hills Avenue and Holcomb Street on March 4, 2020.
• Devon Mitchell, who died after a shooting near 671 Blue Hills Ave. on Aug. 1, 2015.
• Elvin Rivera, who died after being stabbed on Elliott Street on May 28, 2023, following an altercation involving several people.
• Jordan Luna, who was fatally shot near 17 Nelton Way on Oct. 9, 2023. Police said surveillance footage showed a white Nissan Rogue leaving the area before it was later found burned in Vernon.
• Joshua Steele, who was killed alongside Kevin Campbell in a double homicide on Sept. 2, 2018, following two ShotSpotter activations near Hillside Avenue and Sherbrooke Avenue.
• Terrance Brown, who was fatally shot near Albany Avenue and Burton Street on Aug. 3, 2024.
• Kevin Campbell, who was killed alongside Joshua Steele in the Sept. 2, 2018 shooting.

The governor has authorized a reward of up to $25,000 for information leading to the arrest and conviction of those responsible in each case.

Police emphasized that even seemingly minor details could help investigators and bring answers to victims' families.

"If you recognize a name, remember something, or have information—no matter how small it may seem—please contact the Hartford Police Tip Line," the department said. "Your information could help bring answers and justice to these families."
