Madison Approves $750,000 Major Roads Project Appropriation
A lack of a quorum kept the meeting brief.
MADISON, CT — A $750,000 appropriation for major road work in Madison was approved Wednesday night, after a special meeting on the item ended without a quorum.
Town Clerk Nancy J. Martucci called the meeting to order at 6:30 p.m. at Polson Auditorium and read the legal notice, which cited the single agenda item: approval of a special appropriation of $750,000 into the major roads account under the town’s 2025–26 Capital Improvement Program.
Because a quorum was not present, the town proceeded under Town Charter Section 2.1.1, which provides that an item noticed for a special meeting is deemed approved when a quorum is lacking.

"One hundred and fifty (150) voters shall constitute a quorum and, if not attained, the recommended action by the executive branch and/or financial branch shall be final," the section reads.
The meeting adjourned at 6:32 p.m.

Present at the meeting were First Selectwoman Peggy Lyons, and Selectmen Al Goldberg and Bruce Wilson; Town Clerk Martucci; Assistant Town Clerk Mary Patricia Nardino; two registrars of voters, one deputy registrar and four poll workers.
Also in attendance were the town’s director of emergency services, the director of public works, Moderator Laura Downes, one town employee and two residents.
No discussion or debate on the appropriation occurred, and no additional actions were taken.
