Stamford Zoning Board To Discuss Potential BMR Changes, Map Amendments, Development Proposals

Here's a preview of the upcoming Stamford Zoning Board meeting.

STAMFORD, CT — The Stamford Zoning Board is scheduled to take up a series of possible citywide zoning regulation changes, including potential revisions to below-market-rate (BMR) housing rules, during a remote meeting Monday night.

The board is expected to discuss possible revisions to BMR regulations at the outset of the meeting.

The meeting will be held Monday, April 13, at 6:30 p.m. via Zoom, with participation available by phone or online.

Several public hearing items tied to development and zoning changes are also on the agenda, though multiple applications are scheduled to be continued to future meetings.

Among them, applications related to 1150 Summer St. — including a proposed zoning map change from C-I (Intermediate Commercial) to C-G (General Commercial) and a general development plan to convert an existing office building to include a child daycare center — are expected to be continued to May 4.

A separate application for 35 Terrace Ave., proposing consolidation of properties and redevelopment into a six-unit senior living community, is also scheduled to be continued to April 20.

The board is also scheduled to conduct a continued public hearing on a zoning text change aimed at correcting various sections of the city’s zoning regulations and adding a new definition for temporary signs.

Additional public hearings are scheduled to begin at 7:30 p.m.

One application involves a proposed zoning map change affecting Mckeithan Park and 0 Maitland Road, which would reclassify the properties to a public (P) zoning district. Another item includes a broader zoning text amendment intended to update and streamline multiple sections of the zoning regulations, including definitions, use standards, publicly accessible amenity spaces, signage and mobility provisions.

The board is also expected to consider a separate zoning text amendment related to the R-6 residential district, which would align existing regulations with the broader zoning framework and introduce additional development safeguards and parking standards.

Under pending applications, the board may review coastal site plan applications for properties at 106 Carter Drive and 34 Saddle Rock Road, both involving residential site improvements including pools, patios and landscaping within the Coastal Area Management boundary.

The agenda also includes an administrative review item involving a request for an extension of time for a special permit application to operate a hybrid cannabis dispensary at 389 West Main St.
