Culvert Failure Closes Suffield Street

SUFFIELD, CT — A structurally failed culvert has closed Suffield Street to through traffic, prompting the town to set up detours while it works to rebuild the crossing.

The town said Friday morning that southbound traffic is being stopped at Mather Street and northbound traffic coming from Windsor Locks at the town line. The Suffield Police Department said residents can still reach their homes, but no through traffic is permitted near Suffield St.

Public works crews were installing detour signs, police said. The town has not said how long the road will remain closed.

A Serious Condition Had Been Documented

The most recent publicly available engineering assessment came from Barton & Loguidice, which completed a visual survey of Suffield’s under-20-foot bridges and culverts in November 2025. At the Suffield Street crossing over an unnamed stream, engineers found the culvert’s headwalls appeared to be rotating away from the road, pipe sections had separated and backfill was visible in the joints.

The firm said material above the pipe was likely dropping through those gaps and creating a hole in the roadway. It rated the superstructure poor, the substructure serious and the roadway approach serious, then recommended immediate replacement.

The review was a visual assessment, not a full ConnDOT bridge-inspection-program examination. It was based on observable conditions and did not include destructive or nondestructive testing, a structural-capacity or load-rating analysis, or scour calculations, according to the engineering report.

Town Had A Repair Plan

The culvert was included in the town’s 2026 Road Improvements Project, a $11.67 million capital package presented at a February special town meeting. Town materials estimated the Suffield Street project at $1.08 million and listed a 2027 construction window.

The town planned to seek a Transportation Rural Improvement Program grant, which could reimburse up to 100 percent of construction costs. Suffield would remain responsible for engineering, permitting and any costs not covered by the grant.

In its Friday closure notice, the town said it was working to have the culvert rebuilt and the road reopened as soon as possible. The notice did not provide a revised construction start date, expected reopening date or contractor.
