Man Posed As Flower Delivery Service, Stole From Elderly Residents: Wallingford Police

WALLINGFORD, CT — A man is accused of stealing from elderly residents of a retirement community in Wallingford after posing as a flower delivery service or a maintenance worker to gain access to the victims’ residences, according to police.

Once inside, police said Kenneth Tolliver stole items of value and credit cards that were later used to make illegal purchases.

Police said in one instance, a victim awoke to find Tolliver inside of her residence.

Tolliver, 61, of Washington, D.C., was extradited to Connecticut to face charges as part of a recent operation by the Wallingford Police Department’s Detective Division. He was taken back to Connecticut from the custody of Harford County Sheriff’s Detention Center in Bel Air, Maryland, where he was being held for similar crimes in that jurisdiction, according to police.

Tolliver was charged with three counts of illegal use of a payment card, three counts of payment card theft, two counts of second-degree ID theft, and one count each of receiving good by illegal use of payment card, third-degree larceny by ongoing scheme, third-degree burglary, and second-degree burglary. He was being held in lieu of a $100,000 bond with a court date of Sept. 9, according to state judicial records.

Police said Tolliver has several other active warrants for arrest in Connecticut.
