Wallingford Police Blotter: Aug. 7 Through Aug. 16, 2026

WALLINGFORD, CT — The following information has been provided by the Wallingford Police Department and does not indicate convictions:

Julio D. Garcia, 33, of New Haven, was arrested Aug. 7 on a charge of operating under the influence of alcohol / drugs (third offense). He was released after posting a $5,000 bond with a court date of Sept. 23, according to state judicial records.

Chelsea L. Capra, 39, of Wallingford, was arrested Aug. 7 on charges of violation of protective order and interfering with officer / resisting. She was released after posting a $5,000 bond. A re-arrest order was issued on Aug. 10.

Quinten Foskey, 39, of Stamford, was arrested Aug. 13 on charges of fifth-degree larceny, payment card theft, and receipt from illegal use of credit card. He was released after posting a $7,500 bond with a court date of Sept. 22.

Dorothea V. Kaiser, 40, of Wallingford, was arrested Aug. 13 on charges of first-degree reckless endangerment, reckless driving, improper turn / stop signaling, operating under suspension, and traffic control signals. She was released after posting a $15,000 bond with a court date of Sept. 22.

Dominic A. Borrelli, 56, of North Haven, was arrested Aug. 14 on charges of operating under the influence of alcohol / drugs and failure to drive in proper lane. He was released after posting a $1,000 bond with a court date of Oct. 13.

Anthony W. Volosin, 39, of West Haven, was arrested Aug. 15 on five counts of illegal possession of weapon in motor vehicle and one count of criminal possession of firearm / ammunition / weapon. He was released after posting a $10,000 bond with a court date of Sept. 23.

Selena Panasik, 52, of Bronx, New York, was arrested Aug. 16 on a charge of sixth-degree larceny. She was released on a promise to appear in court on Sept. 30.
