Wallingford Police Blotter: Feb. 14 Through Feb. 21, 2026

WALLINGFORD, CT — The following information has been provided by the Wallingford Police Department and does not indicate convictions:

Fredgary Payen, 37, of West Haven, was arrested Feb. 14 on charges of operating under the influence of alcohol – second offense and illegal operation of motor vehicle without ignition device. He was released after posting a $1,500 bond with a court date of April 16, according to state judicial records.

Grantley Laylor, 34, of Pennsville, Pennsylvania, was arrested Feb. 15 on a charge of larceny of motor vehicle – first offense. He was released after posting a $10,000 bond with a court date of March 16.

Katherine Kenning, 42, of Wallingford, was arrested Feb. 15 on charges of risk of injury to child and disorderly conduct. She was released after posting a $5,000 bond with a court date of April 23.

Anthony M. Emanuele, 37, of Cheshire, was arrested Feb. 16 on charges of third-degree assault and second-degree breach of peace. He was released after posting a $5,000 bond with a court date of March 19.

Mariano Natal, 20, of New York, New York, was arrested Feb. 20 on charges of third-degree assault and disorderly conduct. He was released after posting a $500 bond with a court date of April 30.

Megan O. Dunkin, 32, of Meriden, was arrested Feb. 21 on five counts of violation of protective order. She was released after posting a $25,000 bond with a court date of March 5.

Thomas M. Laydon, 30, of New Haven, was arrested Feb. 21 on charges of operating under the influence of alcohol / drugs, operating motor vehicle without a license, and failure to obey stop sign. He was released after posting a $1,000 bond with a court date of March 6.
