Windsor Public Schools Names Superintendent
The appointment formalizes a leadership transition that began last summer when the previous superintendent took leave.
WINDSOR, CT — Windsor’s Board of Education has officially named Dr. Noha Abdel-Hady as the next superintendent of Windsor Public Schools, formalizing the leadership role she has held on an acting basis since last summer.
The board voted Tuesday night to appoint Abdel-Hady, who is set to begin as permanent superintendent on July 1. The move follows a January decision by the board to bypass a national search and instead move forward with an internal candidate.

Abdel-Hady, 40, has served as acting superintendent since July 2025, when former Superintendent Dr. Terrell Hill took a leave of absence for personal reasons. Before that, she was the district’s assistant superintendent for instructional services, a position she had held since 2022. She previously served as Windsor’s STEM director and first joined the district in 2016.

Board President Ayana Taylor said in the district’s announcement that the board believes Abdel-Hady is well positioned to build on Windsor’s academic record and community partnerships while continuing to expand opportunities for students.
“Windsor Public Schools has a proud tradition of academic excellence and community partnership,” Taylor said. “The Board is confident that under Dr. Abdel-Hady’s leadership, the district will continue to build on that strong foundation while advancing opportunities for all students to learn, grow, and thrive.”

The district said Abdel-Hady has helped lead several initiatives during her time in Windsor, including the Windsor Mobile Classroom, the district’s instructional “North Star” framework and its “4Cs” cultural model, which emphasizes being courageous, caring, creative and committed.
District officials also highlighted Abdel-Hady’s broad background in education, which includes work in classroom teaching, building leadership, district leadership and higher education. Last year, the Windsor Human Relations Commission recognized her with its Phenomenal Woman Award.
Abdel-Hady earned a doctorate in educational leadership from the University of Hartford in 2024 and also completed superintendent certification through Central Connecticut State University’s Executive Leadership Certification Program that same year. She also holds master’s degrees from Arkansas State University and the University of Memphis, along with a bachelor’s degree in secondary math education from Auburn University.
In a statement, Abdel-Hady said she was honored by the appointment and hopeful her story will resonate with students across the district.
“I am grateful for the trust the Board has placed in me and proud to serve the Windsor community in this role,” she said. “My journey across cultures and continents has taught me the power of education to transform lives, and I hope my story shows every student in our district that their background can be a source of strength.”
She added that she hopes her appointment serves as a reminder to students — especially girls — that leadership comes in many forms and that their ambitions are within reach.
