East Windsor Police Chief Gets New Contract

Selectmen also approved raises for Police Chief Matthew Carl and Deputy Chief Benjamin Murphy.

EAST WINDSOR, CT — East Windsor selectmen have extended Police Chief Matthew Carl’s contract and approved raises for the town’s two highest-ranking police officials.

The Board of Selectmen unanimously authorized First Selectman Jason Bowsza to sign Carl’s contract extension during its Oct. 1 meeting, according to newly posted meeting minutes.

Selectmen also approved 2.75 percent compensation increases for Carl and Deputy Chief Benjamin Murphy. The raises are retroactive to July 1.

The votes followed an executive session that lasted from 7:47 to 9:36 p.m. The board cited Carl’s performance evaluation and Police Department staffing as reasons for the closed-door discussion.

The motions passed without public discussion. Bowsza, Deputy First Selectman Rick LeBorious and Selectman Alan Baker voted in favor. Selectmen Heather Spencer and Bob Leach were absent.

The public meeting materials do not state how long Carl’s contract was extended, list the new salaries for either official or provide the total cost of the raises.

Selectmen separately approved an agreement with the East Windsor Police Union concerning staffing. That vote was also unanimous and came without public discussion. The terms of the staffing agreement were not included in the posted materials.

No residents spoke in support of or against the contract extension, raises or staffing agreement during either public-comment period, according to the minutes. No selectmen voted against the measures.

Carl was appointed chief in 2023 after serving with the department since 1996. He previously worked as a patrol officer, juvenile and community officer, detective sergeant and administrative lieutenant.

When selectmen approved his original employment agreement, then-Selectman Sarah Muska said she was “really excited” to see Carl take over the department and praised the dedication he had shown while working his way through its ranks.

Carl marked 30 years with the department in August. The department said at the time that he had continued to “show up, lead by example, and give his best to the department and the Town of East Windsor.”

The contract and salary votes came during the same meeting at which selectmen approved a new agreement restoring the town’s school resource officer program.
