Evanston, Windfree Solar Open Applications For Free Rooftop Solar Systems
About 20 income-qualified, owner-occupied households could receive free rooftop solar under Evanston Sun Power.
EVANSTON, IL — Evanston has launched Evanston Sun Power, a new program with Windfree Solar aimed at expanding access to clean energy for low- and moderate-income residents.
Through the program, Windfree Solar will design, build and install free rooftop solar energy PV systems for about 20 income-qualified, owner-occupied households in the city. Funding came from the U.S. Department of Energy through a Congressionally Directed Spending request by the Office of Senator Dick Durbin.
Residents can apply now, and the application period remains open until 11:59 p.m. June 30. Selected applicants will be chosen through a lottery system. The city said applications are available in English and Spanish.

“I'm excited about this significant step toward achieving our climate goals in a manner that's equitable and affordable for Evanston residents. I look forward to partnering with Windfree Solar to reduce carbon emissions and electric bills,” said Evanston Mayor Daniel Biss.
Windfree Solar CEO Eric Heineman said the timing matters as energy costs rise.

“Windfree Solar is honored to have been selected to partner with the City on this transformative program,” Heineman said. “As energy costs rise, it could not be more timely. Solar energy is a proven way to lower energy bills.”
The company already has more than 50 residential solar installations throughout Evanston. Last fall, Windfree Solar also opened Windfree Solar Cafe in Southeast Evanston, which it described as the nation’s first solar cafe. Customers there can learn about solar, and those interested in installing it can share their contact information for follow-up from a sales representative.
The program will also include public events at the cafe, 517 Dempster Street, Evanston. Evanston Sun Power is scheduled to host an educational recruitment event from 4:30 to 6 p.m. on June 24. Windfree Solar also plans open houses from 3 to 6 p.m. on June 18, and June 25, to answer questions about the program.
Windfree Solar said a Spanish-speaking team member will be on-site during the second open house, and applicants who apply during the events can receive free drip coffee and a $3 coupon for pastries.
“Windfree Solar selected Evanston as the location for the nation’s first solar cafe in part because the City passed the Healthy Building Ordinance (HBO) in March 2025. HBO requires buildings over 20,000 square feet to be 100% electric by 2050,” said Heineman.
