NEW ORLEANS -Β The City of New OrleansΒ todayΒ beganΒ providingΒ outstanding utility payments for Emergency Rental Assistance Program applicants deemed eligible,Β by using fundsΒ provided by The U. S. Department of the Treasury.Β TheΒ CityΒ isΒ utilizingΒ a portion of the $23Β millionΒ reallocated from the State to make paymentsΒ onΒ the accounts ofΒ as many as 14,000 rental assistance applicants.Β EntergyΒ New Orleans also began placing disconnect holdsΒ and restoration ordersΒ on the accounts ofΒ current rental assistanceΒ applicants.Β

Β β€œIt is never acceptable to allow people to go without utility services necessary for healthy environments, especially during this COVID-19 pandemic when resources are available to assist them,” saidΒ Mayor LaToya Cantrell.β€― β€œWe will continue to leverage dollars received from our state and federal partners to meet our people where they are, and I am thankful for the reallocation of funds from the State as they have recognized the overwhelming need and the City’s ability to get the funds out the door to the households most in need.”

The CityΒ of New OrleansΒ began discussions with EntergyΒ New Orleans on clearingΒ  outstandingΒ accountsΒ prior to Hurricane Ida.Β Β Following the post-IdaΒ response and recovery,Β andΒ in addition toΒ the looming end of the utility disconnect moratorium,Β  theΒ CityΒ is now ableΒ toΒ resume those discussions with Entergy executives.Β

β€œWe are still working with Entergy toΒ finalizeΒ the terms of the payments,” saidΒ MarjoriannaΒ Willman,Β Director of the Mayor’s Office of Housing Policy and Community Development.Β Β β€œAll parties understand the importance of reaching thisΒ agreement,Β and that utility disconnection can lead to homelessness and evictions.”

On Aug.Β 25, 2021, theΒ TreasuryΒ DepartmentΒ issued guidance on bulk payments to landlords and utility providersΒ affordingΒ the CityΒ with anΒ opportunity to resolve mounting utility payments for thousands of householdsΒ unable toΒ payΒ outstandingΒ debt.Β The Mayor’s Office of Housing Policy and Community Development isΒ also working with the Sewerage and Water BoardΒ of New OrleansΒ to clear accountsΒ using theΒ sameΒ approach. In many instances,Β these feesΒ are included in rentalΒ paymentsΒ whichΒ will be covered throughΒ theΒ rental assistanceΒ provided.Β Β

β€œGiven the unprecedented level of funding the Cantrell administration has secured for utility bill assistance, it is reasonable to ask Entergy New Orleans to suspend disconnections while those funds are being allocated,” saidΒ Jonathan Rhodes, Director of the Mayor’s Office of Utilities.Β β€œTo receive this utility assistance customers must applyΒ for approvalΒ through the City’s assistance program. All other customers should continue to make payments to avoid potential disconnection,” Rhodes added.Β Β
