New Nonprofit Offers Compassionate Mental Health Care
Monarc, LLC, a new integrated mental health practice in Harford Co., offers care for all, but focuses on patients with disabilities.

ABERDEEN, MD — Monarc, LLC, a new integrated mental health and wellness practice created by The Arc Northern Chesapeake Region, focuses on making sure every person, regardless of ability, has access to quality mental health care.
The professionals at monarc, LLC, provide trauma-informed, compassionate, person-centered mental health care. The practice is specifically designed to prioritize the mental health needs of people with intellectual and/or developmental disabilities (IDD) while remaining accessible to the broader community.
"We provide mental health care to The Arc NCR community, people with intellectual and/or developmental disabilities in Harford and Cecil counties, and anyone seeking supportive, personalized care," said Margaret Webb, DNP, CRNP-PMH, executive director of monarc, LLC. "Monarc was created to offer access to inclusive, high quality mental health care, especially for people with intellectual and/or developmental disabilities. Historically, this population has struggled to find providers who understand IDD and the health complexities associated with it."

Monarc, LLC, opened Sept. 22, 2025, and started seeing patients that week.
"...the need is huge. In the seven months that we've been open, we have registered over 500 patients to a vulnerable population that has had challenges receiving the care they deserve," Webb said.

Webb told Patch that monarc, LLC, uses a first-of-its-kind model in which a nonprofit serving people with disabilities directly provides specialized mental health services tailored to their needs. Traditional mental health therapy often assumes typical communication styles, sensory processing and life experiences. When people with intellectual and/or developmental disabilities try to fit into that system, they’re often misunderstood, misdiagnosed and overmedicated. There is a high demand for mental health care within the disability community, Webb noted.
"Monarc offers psychiatric consultations and evaluations, medication management appointments, individualized psychotherapy and group therapy. These treatment options improve daily functioning and independence and leads to an improved quality of life, community engagement and stability," Webb told Patch.
Monarc works with patients of all ages, Webb noted.
"Psychiatric consults and evaluations, and medication management appointments are offered for all ages. Therapy appointments are for ages 14 and up, and we are recruiting for a child therapist now," Webb told Patch.
As a nonprofit, monarch, LLC, relies on a variety of funding sources. The organization has been chosen as the recipient of the Fund the Need fundraiser at the After D'Arc Gala hosted by The Arc Northern Chesapeake Region.
The 21st gala will be held May 8 from 7 to 11 p.m. at Water's Edge Events Center, located at 4687 Millennium Dr., Belcamp. This year’s Havana-inspired celebration offers an evening of dancing, dining and dynamic storytelling, all in support of people with intellectual and developmental disabilities across Harford and Cecil counties. With more than 300 of the region’s most engaged philanthropists and business leaders expected to attend, the After d’Arc Gala is The Arc NCR’s largest annual fundraiser.
