WBAL reported that some incidents date back to September, when Towson University student Chloe White said someone had reported to police that a man was seen filming through her apartment windows.
White told the station that cameras she later installed after that initial incident also captured a man looking into her windows.

"The guy came up to my window, looked through, peered for a couple of seconds, couldn't see anything, and then he went up on the hill behind our building and smoked a cigarette," White said. "I'm very scared that it might escalate."
While police investigate the incidents, residents are being asked to take the following security measures:
- Lock and secure all doors and windows
- Close blinds or curtains
- Install security cameras and motion lights
- Provide surveillance footage to police
- Trim overgrown shrubs and trees
The department said it is working closely with Towson University and neighborhood organizations to identify and apprehend the individuals.
Anyone in the area who sees suspicious activity is being asked to call 911.
