Brockton Man Gets Maximum Sentence In Child Exploitation Case

BROCKTON, MA — A man was sentenced to the maximum statutory penalty in federal court after pleading guilty to sexually exploiting a child he repeatedly abused over a period of approximately three years, the United States Attorney's Office for the District of Massachusetts announced Thursday.

Raymond F. Clinton Jr., 74, was sentenced to 30 years in federal prison followed by five years of supervised release. Clinton pleaded guilty in May to one count of sexual exploitation of children after initially being arrested in June 2025. U.S. District Court Judge Myong J. Joun imposed the sentence on Sept. 10. Clinton was also ordered to pay restitution in an amount that will be determined during a hearing on Sept. 29.

The case centered on a victim whom Clinton began sexually abusing when she was 11 years old. Federal prosecutors said the abuse continued until she was 14 and occurred at Clinton's Brockton home, his workplace, and other locations both in and outside Massachusetts. Clinton is also accused of threatening to harm the victim if she disclosed the abuse.

According to court records, Clinton took sexually explicit photographs of the victim and directed her to pose for additional photographs. Investigators later recovered a message in which Clinton asked the victim to send him sexually explicit photographs. When she refused, Clinton continued asking her to send photographs without her face visible. In May 2025, Clinton also recorded his sexual exploitation of the victim without her appearing to know she was being recorded.

Clinton denied sexually assaulting the victim and taking nude photographs of her during an interview with investigators following his arrest. When confronted with a sexually explicit message he had sent to the victim, Clinton acknowledged sending it but claimed it was a joke. Investigators later searched Clinton's cellphone and discovered a password-protected folder containing sexually explicit photographs of the victim as well as videos documenting the abuse.

Federal prosecutors sought the maximum 30-year prison sentence, while Clinton's defense requested 15 years. Joun ultimately imposed the maximum sentence requested by prosecutors.

Clinton is also facing a separate state prosecution stemming from the case. A grand jury indicted him earlier this year on six charges, including three counts of rape of a child and three counts of indecent assault and battery on a child. The state case is separate from Clinton's federal conviction and remains pending.

The federal case was investigated by the FBI with assistance from the Brockton and Mansfield police departments and the Plymouth County District Attorney's Office. Assistant U.S. Attorneys David G. Tobin and Jessica L. Soto prosecuted the case.
