Despite Potential Legal Challenges, Woburn Nixes Townhouse Plan: Report
The proposal called for demolishing a 1,502-square-foot residence at 20 Franklin St.
WOBURN, MA — The City Council has rejected a special permit application that would have allowed a Saugus developer to replace a fire-damaged home with three townhouses in the Hammond Square neighborhood.
Despite warnings that a denial could lead to a legal challenge, councilors voted 5-3 against the proposal from developer Kevin Chiles during a meeting at City Hall on Tuesday, the Daily Times Chronicle reported.
The plan called for demolishing a 1,502-square-foot residence at 20 Franklin St. and constructing a new building with nearly three times the existing square footage.

Several councilors who voted against the project acknowledged concerns about the city's legal position if the decision is appealed.
