Previously Missing Nashua Man Was Located Due To Drug Sale Charges In Concord: Reports

NASHUA, NH — A man reported missing by his family in Nashua was located a few days later in Concord due to drug sale charges, according to reports.

Christopher Andrew Serrano, 33, was reported by Nashua police as last seen on April 20, about four days after he appeared in Hillsborough County Superior Court South when his drug sale charges were boundover from Nashua District Court. When he was arrested on drug sale-subsequent charges in early March in Nashua, Serrano listed a Warren Street address in Woburn, MA, as his current address.

Police said at the time he was known to frequent the Lawrence and Lowell areas of Massachusetts and was thought to be driving a blue Chrysler Pacifica minivan.

Nashua Drug Charges

Around 5:45 p.m. on March 10, an officer in the Nashua police problem-oriented unit received an alert about a Honda Accord with a New Hampshire registration “hit off a law enforcement sensitive camera” in Lawrence, MA.

Less than 20 minutes later, the vehicle was hit again in the area of Route 114. The officer said the unit was “familiar” with the vehicle and its owner, Carolyn Gallaher, 29, of Nashua, previously accused of being a drug user, the report stated.

Around 7:15 p.m., officers monitoring traffic at the Massachusetts border on the Everett Turnpike saw the Accord cross the state line “at an extremely high rate of speed,” a report stated. While the cruiser’s radar was not on, the reporting officer wrote she was well over the speed limit. Gallaher was also accused of failing to maintain a single lane.

As the officers followed the car, two people inside began making “numerous furtive movements,” moving things around the vehicle, and quickly reaching around, an affidavit said.

At Mile Marker 7, the car was pulled over.

Traffic Stop Interview

The second officer spoke to the Gallaher about why she was pulled over, and when told about her speed, she replied, “I know,” the affidavit said.

The passenger in the car was identified later as Serrano, the report said. Gallaher said they had just been to Woburn to drop off Serrano’s girlfriend, were heading to Market Basket, and were just driving around, the officer wrote. Serrano reportedly told the officer they were visiting friends in Lowell, MA.

Serrano and Gallaher were asked to step out of the vehicle and when doing so, the second officer accused Serrano of keeping his legs clenched together abnormally during the entire encounter.

“The way Christopher was walking was unnatural,” the reporting officer said, “and it appeared he was trying to clench his buttocks together.”

The officer suspected Serrano was hiding drugs in his pants and requested an exterior frisk, which Serrano agreed to, the affidavit said. During the pat down, the officer “felt a hard, cylindrical object” in the area of his buttocks, the affidavit said. Serrano then reached into his pants and removed a plastic bag of drugs, stating, “She made me stick this down there.”

The reporting officer wrote the drugs were consistent with fentanyl and cocaine, stating later there were 18.59 grams of fentanyl and 15.21 grams of cocaine in Serrano’s buttocks area, the affidavit said.

During a follow-up interview, Serrano again blamed Gallaher for the drugs being in his pants, according to the report.

Gallaher was later charged with two counts of possession of a controlled drug.

Concord Charges Info

On June 7, at 8:38 a.m., Serrano was arrested in Concord on two felon drug possession-sale charges as well as breach of bail and transport drugs in a motor vehicle.

The charges stemmed from an incident on Franklin Street, in the city’s North End, on May 12. No other information was available about the charges.

Serrano was held without bail and arraigned via video on June 8, at which time he pleaded not guilty to the breach and transport charges. He offered no plea on the drug sale charges. A request for an attorney was denied by Judge Erin McIntyre due to “no information was filled out” in the request.

Serrano was granted an amended personal recognizance bail order through July 7. His address was listed as an apartment building on North State Street in Concord, according to court documents.

On June 16, the Concord City Prosecutor’s Office made a motion to revoke Serrano’s bail. The motion was expected to be heard by Judge Kristin Spath in Concord District Court on Tuesday.

Serrano is due back in Concord District Court on July 7 for a probable cause hearing on the capital city charges.

He is due back in Hills South on July 16 for an arraignment on the Nashua charges.
