Council To Vote On Redevelopment Designation For Lawrence Road Property

LAWRENCE TOWNSHIP, NJ — The Lawrence Township Council will consider designating a Lawrence Road property as an area in need of redevelopment at its meeting Tuesday, at 6 p.m. at the municipal building.

The council will vote on whether the property at 3641 Lawrence Road meets the legal criteria for redevelopment designation under New Jersey's Local Redevelopment and Housing Law, based on a recommendation from the township's Planning Board. Township officials said the vote does not approve any development plan, building plans, developer or redevelopment agreement for the site — it only determines whether the property qualifies for the designation.

The council is also set to adopt an ordinance authorizing the acquisition of property at 36 Landover Road using Open Space Fund proceeds. According to Municipal Manager Kevin P. Nerwinski, the property is the original Lawrence Neighborhood Center, and the acquisition is intended to preserve the building and its history.

Among the bids up for award, the council will consider a $318,465.50 contract with TC Landscape Construction Group for the 2026 Eldridge Park Pedestrian Improvements and a $552,213.13 contract with Earle Asphalt Company for the Brunswick Pike Pedestrian Safety project, funded through the state Department of Transportation Trust Fund.

The council will also consider four bids for the township's Affordable Housing Rehabilitation Program: $24,735 to Master Build and Design for a property on Myrtle Avenue, $25,100 to Silviu Nedelcu Painting and Remodeling for a property on Putnam Avenue, $12,500 to the same contractor for a property on Fountayne Lane, and $29,860 to Unlimited Builders Construction for a property on Slack Avenue.

Two ordinances will be introduced: one amending the description of a capital improvement project for a Town Hall employee break room renovation, and a bond ordinance amending a prior measure to include an LED field lights retrofit among park and recreation facility improvements.

The council will also consider a resolution authorizing a professional services agreement with Clarke Caton Hintz for accessibility improvements at the Lawrence Community Center, along with a series of routine resolutions covering bond releases, escrow releases, tax and ambulance refunds, and state grant appropriations, including funds for bulletproof vests, opioid settlement programs, and stormwater planning.
