Middletown Man, Holmdel Doctor He Worked For Admit Healthcare Fraud

A Holmdel allergy doctor and his Middletown office manager admitted committing healthcare fraud using allergy shots.

MIDDLETOWN, NJ — A Holmdel allergy doctor and his Middletown office manager admitted committing healthcare fraud using allergy shots, U.S. Attorney Robert Frazer announced here Friday.

Dr. Kevin Chongsup Kim, 58, a Holmdel resident, is the founder of Holmdel ENT & Allergy. Kim lives in Holmdel and he's also known as Chong Kim.

His office manager was Jin Andrew Kim, 62, a Middletown resident, sometimes known as Andrew Kim.

As the office manager, Kim was responsible for billing insurance companies.

The two of them partnered with a company called Integrated Ancillary Services, which told health insurance companies and Medicare it was an allergy clinic located in Holmdel. That is not true, say the feds.

It is owned by Clarence “Lance” Cutsforth, 58, a resident of Buffalo Creek, Colorado. Federal prosecutors say that from October 2020 through April 2023, Dr. Kim would identify patients who needed allergy shots and refer them to Integrated Ancillary Services.

However, it does not appear any of those patients knew their names were being used for alleged healthcare fraud.

Prosecutors say Cutsforth — not a licensed physician — would write out patients' treatment plans and prepare allergy shot doses for them. Dr. Kim and Kim billed Medicare and the private health insurers for up to a year’s supply of allergy shots, while most patients did not receive the shots, say the feds.

In an effort to conceal the scheme from insurance companies, Cutsforth did not bill insurance providers directly. Rather, Dr. Kim and Kim, through Holmdel ENT & Allergy, submitted reimbursement claims using either Chong Kim's signature or another doctor's medical signature, even though neither examined the patients, nor prepared nor gave the shots.

Dr. Kim and Kim both previously pleaded guilty to conspiracy to commit healthcare fraud and conspiracy to lie about healthcare fraud. They are awaiting sentencing. Cutsforth, in Colorado, was indicted this week on six counts on healthcare fraud.
