Major Housing Development Planned For Crown Heights

A Brooklyn developer wants to replace low-rise commercial buildings with two 18-story apartment buildings.

CROWN HEIGHTS— A Brooklyn developer has filed plans for two 18-story mixed-use buildings with more than 200 apartments at 996-1006 Atlantic Ave., between Grand and Classon avenues, following a City Council rezoning designed to bring thousands of homes to the corridor.

Yitzchok Katz, chief executive of Goose Property Management, filed the permits this week through an entity called Developing NY State, according to Department of Buildings records.

The project would span about 136,000 square feet, including 1,925 square feet of commercial space, likely for ground-floor retail. Workers would demolish the existing buildings, which rise no more than three stories and house a restaurant supply store.

The plans follow the City Council’s May 2025 approval of the Atlantic Avenue Mixed-Use Plan, which rezoned 21 blocks of the corridor through Prospect Heights, Crown Heights and Bedford-Stuyvesant. The changes allow high-density housing in areas previously zoned for light manufacturing and aim to create about 4,600 homes while adding commercial uses.

Rachel Surizon, through Atlantic Pacific Holdings LLC, bought the properties in 2015 for $5.1 million, according to property records. The filings do not clarify whether Surizon remains involved in the project or plans to sell the sites to Katz.
