Requesting independent auditor conduct review of forensic report corrective action plan -progress report

Residents deserve to know that corrective actions were taken to address deficiencies identified by report.

Requesting Town Bd to hire forensic auditor to evaluate corrective action plan progress

It's important that the town correct the deficiencies in the Forensic Report and that an independent auditor verify that corrective actions have taken place.

Greenburgh forensic audit progress report- asking Town Bd to hire auditor to conduct independent progress report on corrective action plan

On Thursday afternoon I received an excellent suggestion from a resident of Edgemont relating to the forensic report.

Find out what's happening in Scarsdalefor free with the latest updates from Patch.

“To demonstrate progress in addressing the deficiencies in the forensic audit report, you might want to ask the forensic firm to return later this year and verify that the Corrective Action Plan measures the town is taking are remediating each item, such as reducing outstanding balances. If any of the corrective actions are not effective the firm should recommend alternate practices other local governments use that can help you accomplish that desired objective. In essence it’s an independent progress report.”

I immediately contacted Courtney Brock, partner of EFPR (the firm that conducted the forensic report). Mr Brock conducted the audit. He wrote back on Friday, June 5 stating that “to provide the independent progress report as mentioned we estimate a fee of $15,000. This would involve interviews with key individuals about the process modifications and updates, as well as review of the underlying documentation to ensure the objectives of the CAP are met.”

I have also asked that the audit be made current—to include 2024, 2025 and 2026 years. The forensic audit the Board commissioned ended in 2023. I wanted to know if there are current issues. I have written to the Town Board and have advised them that I will ask the Board to authorize this expenditure -an independent progress report and an updated audit that is more current.

I welcome the forensic report. It should be used as a guide, not a political weapon. The corrective action plan is posted below. An April 14, 2026 letter I wrote to the NYS Comptroller is also posted.

Some points:

  1. Greenburgh has had a balanced budget, and often surplus, every year.
  2. There is no deficit, no money has been stolen, no major amounts of money has been lost.
  3. The town has earned a Aaa bond rating year after year.
  4. Our services, and the staff who provide them are the best anywhere.
  5. All the funds need for a new Town Court, $7.4 million are allocated and “in the bank.” The Board only approved one resolution specifically allocating the $7.4 million for a courthouse—never approved any other resolutions reserving additional funds for the courthouse.
  6. A program for collection of unpaid taxes has been in place for several years. We had our first auction of foreclosed properties recently and plan two additional auctions within the year. I constantly have written to taxpayers who owe money offering to help them avoid foreclosures by working out tax agreements and connecting families with nonprofit agencies that can be of help. On Saturday evening Venita Howard (Receiver of Taxes) and I were in contact with a family who is seeking a payment plan to avoid foreclosure. Recently, we both received a thank you note from a resident who now is all caught up. I’d prefer giving families a chance to reach a payment agreement with the town before we take away someone’s home.
  7. No government or business is perfect. Maximum scrutiny of all government spending should be welcome. I will always reflect on concerns and implement corrective actions. I welcome other suggestions as to ways the town can make Greenburgh more efficient and fiscally prudent.
