Residents Bilked In Lower Bucks Co. Home Improvement Fraud Scam
A Philadelphia man has been charged with fraud for failing to do work at homes in two Lower Bucks County communities.

LOWER BUCKS COUNTY, PA — A Philadelphia man has been charged in a home improvement fraud scheme that bilked residents in several Lower Bucks County communities.
Shawn Hagan, 46, of Philadelphia, was charged on Thursday with multiple counts of home improvement fraud, theft by deception, deceptive business practices, and receiving stolen property after his joint arrest by the Bensalem Township and Middletown Township police departments.
Bensalem Police were contacted in mid-May by a resident who had entered into an agreement with Shawn Hagan, of Hagan Home Concepts, to construct an addition to the resident’s home for an estimated cost of $72,000.

The victim said they paid Hagan $46,725. While work was started on the project’s foundation, Hagan failed to complete the work and stopped talking to the victim, police said.
Ten days later, Middletown Township Police said a resident who hired Hagan for a $172,700 major home renovation paid $107,566 before any work began.

After five months, Hagan completed only demolition-related activities and some framing work, failing to make meaningful progress toward the construction and renovation phases of the project, police said.
The township's zoning officials inspected and issued a stop-work order due to deficiencies and Hagan's failure to perform the work in accordance with the approved plans.
Bensalem Police then met on June 16 with another resident who said they were victimized by Hagan after paying him $24,000 toward an estimated $58,000 home addition.
According to the victim, work on the project never began, and the money paid to Hagan was never refunded, police said.
Hagan was arraigned on Thursday with bail set at 10 percent of $750,000. Hagan was sent to the Bucks County Correctional Facility.
