Councilwoman Issues Statement About Hatboro Bar 'Disturbance'

HATBORO, PA — Hatboro Borough Councilwoman Nicole M. Shay has issued a public statement regarding a "disturbance" at a borough bar in which she received a warning.

"I want to address a series of articles from an incident in October," Shay said. "Unfortunately, portions of the reporting contained speculation and inaccuracies, including how the situation was characterized, the timeline that was presented, and the suggestion that I requested a redaction of the police report, which is not accurate."

Shay was accused in a "disturbance" at Crooked Eye Brewery that was reported at 12:57 a.m. on Oct. 26, the Hatboro Borough Police Department report states.

Shay was one of five people mentioned in the report that was closed by Hatboro Police Chief Mark Ruegg with a warning issued. No charges were issued in connection with the incident.
"A Walk-In Reporting a Disturbance that occurred the night prior at the Crooked Eye Brewery," the report's disposition states.
Shay stated that when no charges are filed, only limited basic information from a police report is public record, and much that was circulated goes well beyond those confirmed facts.
An Incident Redaction Report is a document detailing the permanent removal or obscuring of sensitive, confidential, or personally identifiable information (PII) from records—such as police reports, bodycam footage, or 911 calls — before public release.
It ensures compliance with privacy laws (e.g., FOIA, HIPAA) by masking data like names, addresses, or DOBs, while documenting what was removed and why, according to its definition.

Mayor Tim Schultz recently addressed the situations involving Shay and former Councilman George Bollendorf, who resigned on Monday.
"Because this is a personal matter and out of my respect for my role as a council member, I will not be discussing the details publicly," Shay concluded in her statement. "I remain focused in the work that I was elected to do while continuing to serve our community. This will be the only statement I make in this matter, and I will not be answering any more questions."
