Allegheny County Officials: Mail-In Balloting To Proceed As Planned

PITTSBURGH, PA — Despite recent challenges to mail-in balloting, Allegheny County officials say the county will proceed with mailings as directed by the Pennsylvania Department of State guidelines when ballots are ready.

But county officials have put in place extensive voting options in case those who have requested a mail-in ballot do not receive one as expected.

Here's a look at them:

Five satellite election offices will be available to serve voters around the county between October 7 and October 25. At these locations, voters may register, apply for, receive, vote, and return their mail-in and absentee ballots.

On Wednesday and Thursday, Oct. 7 and 8, from 9 a.m. to 4 p.m. a satellite office will be open at:

On Saturdays and Sundays, October 17, 18, 24 and 25, 2026, from 9:00 am to 4:00 pm, satellite offices will be open at:

North Park Ice Rink
1200 Pearce Mill Rd., Wexford 15090

South Park Ice Rink
30 Corrigan Dr., Bethel Park 15102

County Office Building

Any Allegheny County voter is eligible to request a ballot over the counter.

Voters in possession of their completed mail-in ballot may also return the ballot at the counter.

If Election Day arrives and your mail-in ballot has not, you can still vote.

Go to your polling place where poll workers will check to see if you are on the list of mail-in ballot recipients. If so, you will be provided with a provisional ballot packet.

A provisional ballot is exactly the same as a regular ballot. You will vote it in the same manner as you would a mail-in ballot or a regular ballot at the polling place. There will be extra paperwork to fill out at the polling place.

Provisional ballot packets are set aside by poll workers to be evaluated by the Elections Return Board after Election Day to make sure the provisional voter does not already have a ballot that has been counted, and that the voter is a qualified registrant of Allegheny County. After that evaluation is complete, qualifying ballots will be scanned and added to election totals and the voter will be given credit in the registration system for having voted.

If you prefer not to put your completed ballot in the mail, you can return it in person at the satellite election offices described above; at the County Office Building, 542 Forbes Ave., Pittsburgh, 15219, during business hours Monday through Friday, 8:30 a.m. to 4:30 p.m.; or at any of the following locations which will be open at these times and dates: 11 a.m. to 7 p.m. on Friday, October 30, 2026, and Monday, November 2, 2026, 9:00 am to 5:00 pm on Saturday, October 31, and Sunday, November 1, 2026.

The county Board of Elections voted on Sept. 4 to add three more locations will be added to the ballot return site list. Those locations will be determined and announced soon and will be scheduled at the times and dates established for the already-identified locations.

You may also return a voted mail-in ballot at the County Office Building on Election Day at the Ross Street entrance between 7 a.m. and 8 pm. Voters may park briefly on Ross Street while returning ballots.

You may only return your own ballot, unless you are acting as a designated agent. In that case, use this form.

If you plan to vote in person on Nov. 3, you can check on your polling place location on the countywide list of polling places.

You’ll need your municipality, ward, and district to identify your polling place. If you don't have that information, you can find it at the PA Voter Services Polling Place Locator.

Former polling places are identified on Election Day by signage directing voters to the new location.

Polling places are open from 7 a.m. to 8:00 p.m. Voters in line at 8 p.m.will be allowed to vote.

Poll workers are still needed in Baldwin Borough, Cheswick, Collier, Crafton, Forward, Glassport, Hampton, Harrison, Indiana, Jefferson Hills, Monroeville, Moon, Penn Hills, Plum, Ross, Scott, Shaler, and Wilmerding.
