CA Prop. 44 Real-Time Election Results
Voters have had their say on Proposition 44, which would ensure federally-funded clinics spend most funding on care-oriented services.
SACRAMENTO, CA — As precinct reporting rolled in Tuesday night, early results showed California voters overwhelmingly rejected Proposition 44, the ballot measure intended to ensure federally-funded community clinics spend the majority of funding on care-oriented services instead of expenses such as executive compensation.
Proposition 44, also known as the Clinic Funding Accountability and Transparency Act, would have required nonprofit federally qualified health centers to dedicate at least 90% of their annual revenue to program services that advance their charitable mission, including patient care. The measure would have authorized the California attorney general to issue guidance defining which expenses qualify toward the requirement.
Clinics that fall short of the 90% threshold would face a financial penalty equal to the amount needed to meet the requirement. The measure also would have allowed temporary waivers under certain exceptional circumstances or financial conditions.

Supporters of a Proposition 44 hoped to mitigate those cuts by ensuring that the vast majority of community clinic funds are earmarked for "program services," as opposed to executive compensation, overhead, or other costs that supporters deem non-essential.
Opponents argued the measure would create a financial strain that could force hundreds of clinics to close, though the Legislative Analyst's Office does not estimate how many clinics could close and says the measure's effects are uncertain.
