The Davis City Council voted to join the California Public Finance Authority so tax-exempt bonds can finance upgrades like HVAC, plumbing, roofing and interiors, all without any direct city money or loan guarantees.

Officials claim the schools overuse J-1 visas on federally funded grants, potentially undercutting American workers, and UC Davis has not yet publicly responded to the new scrutiny.
