District vows changes (sacbee.com) — Families in Elk Grove Unified are being told that an outside review found the district lacks clear, consistent procedures to deliver special education services promised in students' IEPs, prompting leaders to commit to systemwide changes. Advocates and staff highlighted understaffing, training gaps, and wide achievement disparities, while the board prepares to discuss specific next steps and reforms at its October 6 meeting.
   

• Elk Grove Police Defend Flock Cameras, Address Audit (elkgrovenews.net) — Elk Grove police leaders are defending their use of Flock license plate cameras after a citizen audit and vocal resident opposition raised privacy concerns at recent City Council meetings. They say the system speeds up investigations, now limits data sharing to about 68 California agencies with formal agreements, and keeps records for 30 days, while critics worry about tracking innocent drivers' movements.
