FOSTER CITY, CA — A Foster City man has been charged with violating California's Fish and Game Code after prosecutors said he shot and killed a Canada goose Monday with an air-powered pellet rifle. Patrick Hogan, 75, is charged with a misdemeanor violation of the Fish and Game Code stemming from the incident on Monday, according to San Mateo County Deputy District Attorney Shin-Mee Chang.
