The department highlights state rules by age and size, and reminds Torrance drivers that properly installed seats dramatically cut the risk of fatal injuries for infants and young kids in crashes.
   

• Property owners can apply for earthquake retrofit grant funding under state initiative (smmirror.com) — Apartment owners in Torrance can apply for a new state grant that covers up to 70% of eligible engineering, permit, and construction costs for mandatory earthquake retrofits on 5- to 10-unit buildings, but they must apply by Sept. 30, 2026. The program targets older soft-story wood-frame structures built before 1991 that have received official retrofit notices, helping owners meet local seismic safety rules without bearing the full financial burden.
