6-Story Residential Development With Affordable Housing Proposed In Greenwich: P&Z Docs
The applicant seeks to join two lots to build a six-story residential development, according to documents submitted to the town.
GREENWICH, CT — A 116,700-square-foot apartment building with over 170 units is being proposed on the western side of Greenwich, according to pre-application documents recently submitted to the town's Planning & Zoning Commission.
A pre-application review allows commissioners to provide initial feedback before a more formal application is submitted.
Putnam Green Holding LLC, which owns the properties at 7 and 9 Western Junior Highway next to the Putnam Green residential complex, is seeking to demolish four three-story multifamily buildings (66 residential units total) and combine the two lots into a single 2.7-acre property.

"Our client would like to remove the existing buildings, formally merge the lots and construct a six-story multifamily residential building over a two-level parking garage pursuant to Connecticut General Statutes Section 8-30g," John Tesei, attorney for the applicant, wrote in submitted documents.

There would be a total of 176 studio, one-, two-, and three-bedroom units, and approximately 200 parking spaces, consisting of 160 garage spaces and 40 surface spaces. The building would stand 80 feet high, documents note. Existing regulations allow for four stories at 40 feet.

According to Tesei, 30 percent of the units above the number allowed as-of-right will be restricted to comply with 8-30g affordability provisions as a "set-aside development."
A special permit for the project is being sought.
The Planning & Zoning Commission is expected to hold a pre-application review in the coming weeks.
