(courant.com) — Manchester residents are learning more about June's fatal crash that killed 4-year-old Akari Cortes on East Center Street, as the driver and the child's parents now face charges. Police say the driver is accused of misconduct with a motor vehicle and distracted driving, while the parents are charged with risk of injury to children and are due in Manchester Superior Court in early September.
