Ridgefield ECDC Reviews Route 7 Safety, Cultural District And New Businesses
Ridgefield's ECDC discussed Route 7 safety, Cultural District projects, business development and approved its budget.
RIDGEFIELD, CT — The Economic & Community Development Commission reviewed Route 7 traffic safety concerns, approved its proposed fiscal year 2026-27 budget and discussed several economic development initiatives during its Aug. 3 meeting.
Commissioners unanimously approved the minutes from the July regular and special meetings and later voted unanimously to approve the commission's proposed fiscal year 2026-27 budget.
The commission also reviewed the town's commercial vacancy rate, which members said had increased to about 20 percent from 8 percent the previous month. Commissioners said the increase may have been influenced by activity at 650 Danbury Road and agreed to continue monitoring the figures before drawing conclusions. Members also discussed categorizing future vacancy reports by property type and tracking commissioner volunteer hours as a performance measure.

Commissioner Corrin Arasa updated members on Cultural District initiatives, reporting that four finalists had been selected for the Traffic Box Art Program. The selected artists will each receive a $250 stipend before permit applications are submitted for approval and forwarded to the Connecticut Department of Transportation. Arasa also reported that the Cultural District's Instagram account, launched in May, had generated more than 57,000 views, approximately 3,700 interactions and more than 1,000 followers. Commissioners also discussed an Aug. 27 planning session with Air Collaborative Executive Director Beth Flowers to begin developing a five-year strategic plan for the district and explore future funding opportunities.
Vice Chair Kay Gelfman said she was scheduled to meet Aug. 4 with state Director of Arts, Preservation and Museums Liz Shapiro and Flowers to discuss ways the Cultural District could further support Ridgefield's nonprofit organizations. Commissioner Pamme Jones said she would oversee the Cultural District mural project.
A lengthy discussion focused on traffic safety along Route 7. Chairman Bob Knight said the state is evaluating the Route 7 corridor through Ridgefield and Danbury for potential safety improvements and that the commission remains concerned about traffic flow and safety between Haviland Road and the Danbury line. Commissioners reviewed correspondence from several businesses and residents describing concerns about speeding, left-turn movements and traffic calming, with some businesses reporting customer declines that they attributed to traffic conditions. The commission discussed creating a SurveyMonkey questionnaire to gather additional information about traffic patterns and business impacts, with Knight expected to prepare a draft for review at the next meeting.

The information packet included correspondence from Wooster Hollow Diner owner Ron Herman, who urged the commission to support installation of a traffic signal at the intersection of Route 7 and Laurel Lane. Herman wrote that left turns into and out of the restaurant and Laurel Lane were hazardous and said he was concerned about the potential for a serious crash at the intersection.
Consultant Jessica Medoff reported that Fairfield County Bank had agreed to serve as title sponsor for this year's Tiger Shark Tank competition and provide one of the event judges. She said five applications had already been received and that two additional sponsors had committed to the program. Commissioners also discussed holding a Ridgefield Connect networking event immediately before Tiger Shark Tank. Medoff said promotional materials had been distributed for the next Ridgefield Connect event, scheduled for Sept. 15 at Prospector Popcorn, and members discussed additional networking events for later in the year.
Commissioner Jennifer Gioffre reported that the Western Connecticut Tourism District is organizing a regional Halloween Trail initiative involving several Ridgefield organizations, including Keeler Tavern Museum & History Center, The Aldrich Contemporary Art Museum, the Ridgefield Historical Society and the Ridgefield Fathers Club. Commissioners also discussed creating a "Ridgefield for a Day" itinerary highlighting local destinations and improving the commission's email communications.
During new business, Commissioner Nadia Blair said a new business called Novel Movement, combining a bookstore with yoga and fitness uses, is moving to Grove Street. Medoff also reported that work is underway on a new business checklist designed to improve the onboarding process for businesses opening in Ridgefield. Commissioners discussed distributing a survey to better understand how the commission can assist the local business community. Members also noted that Tequila Escape plans to close by the end of the summer to focus on its Stamford location and that a sports bar has leased the restaurant space.

Representatives from Ridgebury Farm also met with the commission to discuss challenges facing nonprofit organizations, including competition for donations and volunteers. They said licensing and regulatory requirements have limited opportunities to expand programming through additional for-profit events. Commissioners suggested the organization consult with other local nonprofits that have adopted similar operating models, and Knight said he would raise the issue with the Board of Selectpersons if needed after those discussions take place.
At the close of the meeting, commissioners voted unanimously to enter executive session to discuss 650 Danbury Road, inviting Medoff to participate. The commission entered executive session at 8:38 p.m., returned to open session at 9:09 p.m. and adjourned without taking any additional public action.
