REQUEST FOR COST PROPOSAL FOR DESIGN AND ADMINISTRATION SERVICES

The Cornerstone Foundation, Inc. seeks capital needs assessment and full design services from qualified architects/engineers for the rehabilitation of a project located in Vernon, CT.

*Cost Proposals from interested firms need to be submitted to Grace Boucher, Executive Director at grace.boucher@cornerstone-cares.org by Friday June 12, 2026, by 5:00 pm.

*To assist in securing costs, a mandatory meeting will be held at The Cornerstone Foundation, Inc. at 1 Prospect Street, Vernon CT on May 28, 2026 at 3 pm.

Project Scope:

Repairs and upgrades to existing campus at the Cornerstone Foundation in Vernon, CT.

Family Homeless Shelter 93 East Main St. - roof replacement, gutters and fascia

Timeline: All work to commence when required state approvals obtained. Projects can proceed concurrently. Ideal completions prior to June 30, 2027.

A mechanical/electrical engineer should be included in the survey.

Cost proposal should also include specific budgets for schematic, design development, final drawings, bid and administration stages based on the applicant’s estimated capital budget. Environmental review will be handled separately by the owner.

Important

The Cornerstone Foundation will hold a public meeting for firms to answer any questions and offer tours of the property to help understand the scope needed. The meeting is mandatory. Please confirm that you can attend this meeting.

Interested respondents should submit:

1.) Resumes and general background on the firm, its office location, staffing and personnel that would be assigned to the project.

2.) A list of similar projects that the firm has completed within the last two years.

3.) Familiarity with State Department of Housing funding and requirements.

4.) List of professional services you intend to provide.

5.) A probable fee schedule (percentages), for schematic, design, construction documents and administration.

6.) A timetable of your availability to start work on the project.

7.) A list of three references with descriptions of projects completed with reference.

8.) A complete submittal package.

The owner will screen and evaluate RFQ responses, select and interview qualified candidates as necessary, and make the final selection.

RFQ shall be submitted as follows: one full response with all exhibits sent electronically to grace.boucher@cornerstone-cares.org by June 12, 2026 by 5 pm.

The owner reserves the right to accept any submittal or to reject any submittal and to waive any informalities or irregularities in the submittal.

The owner also has the right to cancel this process, at its discretion.

8. Documentation of prior experience in affordable housing projects: provide the name of project, including size, unit count and construction amount

9. Documentation of past performance on similar projects

10. Background, experience and qualifications of principal members, including officers and personnel

11. Evidence of existing insurance

12. Statement of interest in the project, statement as to why you feel qualified for the project
