• Restaurateur Juan Carlos Arbeláez Honored As West Haven's Top Hispanic: PHOTOS (patch.com) — West Haven residents gathered at City Hall as Mayor Dorinda Borer honored Saocco Colombian Restaurant owner Juan Carlos Arbeláez as the city's 2026 Hispanic American of the Year. The longtime West Haven resident was praised for turning his Forest Road restaurant into a cultural hub and for his civic-minded support of the city's Hispanic community during the annual Hispanic Heritage Celebration.
