What Windsor’s New Downtown Development Rules Allow
The zoning change allows development proposals on downtown lots smaller than one acre, with limits on building height and bedroom density.
WINDSOR, CT — Smaller properties in Windsor Center can now be considered for development under a zoning change approved Oct. 13.
The Town Planning and Zoning Commission approved the town-sponsored amendment, according to its posted list of commission actions.
The change creates an exception to a one-acre minimum lot requirement, allowing the commission to approve development on smaller lots within the mapped Windsor Center area.

The stated goal is “to promote appropriately scaled infill development,” according to the amendment posted by the town. Infill generally means building within an already developed area.

Height And Density Limits
Buildings under the new provision cannot exceed three stories or 45 feet. The maximum number of bedrooms is calculated at 35 per acre, including fractional acreage.
That figure counts bedrooms, rather than apartments. Projects must also meet the applicable Windsor Center design standards, including requirements for height, lot area, yards and density.
The amendment gives the commission discretion to consider development on lots below the one-acre threshold. The Oct. 13 action changes the zoning rules; it does not itself approve a particular building.
