• Man hit by police bullet fragment settles for $250,000 I Exclusive (delawareonline.com) — Elsmere police officers were among several Delaware agencies involved in a 2022 I-95 police chase where more than 100 shots were fired and a passing driver was struck in the head by a bullet fragment. That driver has now settled with Delaware State Police and the state Department of Homeland Security for $250,000, though the state denies liability and he remains responsible for any unpaid medical bills.
