The village's staff recommended that the board reject all bids and not negotiate with any bidder to reduce the project's scope.
This action, the memo said, would mean ending the village's relationship with Legat.
Months ago, the staff at Village Hall moved to the public works office on Commerce Street. This is while the village is preparing to sell Village Hall by year's end to the Goddard preschool chain.
The village had planned to build the new Village Hall as an addition to the next-door police station.
Now, the village is reviewing its options on how to proceed.
