WESTMONT, IL — A Westmont man faces felony and misdemeanor charges after police say he touched himself while showing pornographic videos to children in a park in Westmont.

Justano Rios, 66, of the 100 block of West 63rd Street, was charged with felony and misdemeanor sexual exploitation of a child, distributing harmful material to a minor and obstruction of justice in connection with Sunday's incident.

He was taken into custody Sunday evening and was released on the condition he does not enter park facilities or have contact with people under the age of 18.

Police were called to Diane Main Park, 300 W. 59th St., around 4:30 p.m. for a report that a man had shown pornographic videos to children. According to prosecutors, three children, aged 12, 13 and 14, approached Rios to ask what he was doing after they heard "moaning noises coming from a bench where Rios was seated watching his phone."

Rios is accused of touching his "what appeared to be his sex organ, over his pants," while showing the children a pornographic video he was playing on his phone, a news release said.

Police say the children left the area and called law enforcement. Officers got to Diane Main Park shortly after and approached Rios. He is accused of giving police a fake name, along with different dates of birth and ages for himself.

“The allegations that a grown man was not only watching pornography in a public park with children nearby, but then invited some of those children to watch with him are extremely disturbing,” DuPage County State's Attorney Robert Berlin said in a statement.

Berlin added, “In DuPage County we will do whatever is necessary to ensure that our children are not subject to the type of behavior alleged against Mr. Rios. I commend the children involved for bringing this matter to the attention of authorities."

Rios is scheduled to appear in court on Nov. 23.
