Exceptions To Elmhurst Overnight Parking Ban Suggested

ELMHURST, IL – In much of the country, towns allow overnight street parking. But many suburbs, including Elmhurst, ban it.

Such overall prohibitions continue largely unquestioned. But two Elmhurst aldermen are calling for the city to consider broader exceptions.

Now, drivers can get temporary waivers in unusual circumstances such as car trouble or overnight guests.

In a memo this week, aldermen Brian Belanger and Jacob Hill said residents in developments such as townhomes, condos and apartment complexes face strict off-street parking caps dictated by property limits or association rules.

"While these off-street allocations are often sufficient for most residents, sometimes they present unique challenges," the aldermen said.

The duo offered situations where residents may need on-street parking longer-term:

• Children reach driving age and get cars.
• Long-term family visitors, eldercare aides or temporary household members stay beyond standard overnight guest limits.
• Short-term car overlaps because of employment transitions, vehicle sales or secondary transportation requirements.

The aldermen are asking that a City Council committee evaluate issuing a "Temporary On-Street Permit" or "Resident Hardship Exception."

To prevent abuse, they said, the city could seek proof of residency, make sure vehicle registration matches the address and demonstrate that all off-street space has been used.

On Monday, the council plans to vote on sending the issue to a committee.

In 2023, an apartment dweller in La Grange objected to the village's overnight parking ban. He said his landlord limited each tenant to one space, but didn't inform him of the rule before signing a lease.

An official said he was "not overly hopeful" a solution could be found.
