Porn-Buying Superintendent Gets More Cash From Argo High School

SUMMIT, IL – Argo Community High School's former superintendent is accused of felonies in connection with alleged misspending amounting to tens of thousands of dollars, including on porn.

But that did not stop the school board this week from settling a wage dispute with William Toulios, giving him another nearly $3,000.

In April, Toulios, who served as superintendent for five years, filed a complaint with the state Labor Department. He alleged the school failed to compensate him for unused vacation days.

His superintendent salary was $216,000.

In response to a Patch inquiry Wednesday, the board's president, Jennifer Grenier, said the board followed the law and consulted with its lawyer to resolve the matter.

"That matter was handled separately from the pending criminal proceeding and should not be interpreted as a determination by the District regarding the allegations in that case," Grenier said.

Asked whether the school expects reimbursement for the alleged misspending, Grenier said, "Because the criminal matter remains pending, it would not be appropriate for the District to speculate regarding its outcome or any potential restitution. The District will evaluate any rights or remedies available to it as that matter proceeds."

The same month that Toulios filed the complaint, he and his wife, Melissa Toulios, sold their Mokena house for $750,000 after originally listing it for $824,000, according to real estate websites. They bought the house for $535,000 in summer 2021.

In July, Cook County prosecutors charged Toulios with theft of government property between $10,000 and $100,000, forgery and official misconduct. Toulios, who pleaded not guilty, was not taken to jail.

In January 2025, Patch was the first media outlet to report on the porn spending.

Toulios was placed on leave a few months later, with the district launching a third-party investigation.

The inquiry found that Toulios tried to hide his spending by directing an employee to create false invoices. After an investigation began, he told the employee in a text, "I can't lie anymore."

In summer 2024, allegations of Toulios' spending surfaced in the community. However, the school board, behind closed doors, initially accepted Toulios' explanations that everything was above board.

According to the investigation report, Toulios used the Epoch app to spend thousands on online adult content, though such apps hide the nature of the spending.

Toulios told the board that the expenditure was for a conservative publication called the Epoch Times. He said he had a personal subscription and mistakenly used his school credit card.

The report included text messages from Toulios and his wife that indicated he had asked the school's bookkeeper and accountant, Jacqueline Williams, to create false Epoch Times invoices. Those invoices were produced in response to a resident's public records request.

The report alleged Joe Rojek, assistant superintendent of finance, "rubber-stamped" Toulios' spending. Rojek, who left the school in June, weakened controls after he was hired in 2022, the report said.

Since Toulios left, Patch has reported on allegations that Toulios bypassed the school board to grant a nearly $30,000 perk to Rojek and make a school board member's wife a 12-month employee, rather than 10 months.
