The plan would have opened options for backyard cottages or garage apartments in the Nickel Plate District, but residents now must wait while city leaders decide whether to revise, revive, or shelve the idea amid new statewide housing requirements.

The rankings emphasize relatively affordable home prices, strong incomes, and commute times, while also comparing Fishers' appeal to several Utah cities that made the list.
