Nearby residents are being formally notified and can submit comments on the waiver to Baltimore's Department of Public Works through September 24, focusing on stormwater management impacts and design.
   

• Baltimore Army veteran wins $50K on new Maryland Lottery scratch-off (shorenewsnetwork.com) — A longtime Baltimore Army veteran just claimed a $50,000 prize from the Maryland Lottery's new $5,000,000 LUXE scratch-off, bought at Maryland Liquors on Liberty Road. He quietly verified the win in-store, then headed to Lottery headquarters in Baltimore, planning to pay off his car and get ahead on bills while several big prizes in the game remain unclaimed.
   

• Town hall on Back River wastewater plant grows heated: 'Sue them!' (wbal.com) — Residents near the Back River Wastewater Treatment Plant, just outside Baltimore, say worsening sewage odors are making it hard to enjoy their homes and yards, and some are considering lawsuits or property tax appeals. Baltimore's Department of Public Works, which runs the plant, says it's drafting a comprehensive fix and expects engineering recommendations by late this year or early January.
