Housing Opportunities Commission of Montgomery County Names Vice President of Real Estate Development

Silver Spring, Md. – The Housing Opportunities Commission of Montgomery County (HOC) announced that Carlos R. Bonner has joined the agency as Vice President of Real Estate Development. In this role, Mr. Bonner is responsible for the structuring, execution, and governance of all growth initiatives, ensuring alignment with HOC’s mission, financial objectives and long-term strategic priorities. He is responsible for driving the agency’s enterprise growth through the strategic development of its real estate portfolio, capital raising, joint venture partnerships and targeted acquisitions.


“We are delighted to have such an experienced real estate professional join HOC to expand affordable housing opportunities in Montgomery County,” said HOC President and Executive Director Chelsea Andrews. “Carlos is a key leader with vast qualifications to forge new partnerships, acquisitions and financing to drive housing production for HOC to help meet the need in Montgomery County.”

With more than 25 years of experience in commercial real estate, Mr. Bonner has delivered over $3.5 billion and 9.1 million square feet of multifamily, mixed-use, and master-planned development across the Mid-Atlantic and nationally. His background includes senior leadership roles at MCB Real Estate, Middleburg Communities, Cedar Realty Trust, Jair Lynch Real Estate Partners and Skanska, where he led major urban, mixed-income, and public-private partnership projects.

“As the executive leader of the Real Estate Development Division, I look forward to overseeing the structuring, execution and governance of HOC’s growth initiatives, while ensuring alignment with HOC’s mission, financial objectives, and long-term strategic priorities. I’m ready to dig in and help make an impact,” said Mr. Bonner.

Mr. Bonner is a key advisor to HOC’s President/Executive Director and Senior Executive Vice President. He serves on several nonprofit and institutional boards and is an active member of Urban Land Institute, Lambda Alpha International, District of Columbia Building Industry Association and the National Association of Industrial and Office Properties (NAIOP) — the Commercial Real Estate Development Association. Mr. Bonner holds a Masters of Business Administration in Finance and Real Estate from The Wharton School and a Bachelor of Arts in Economics from Morehouse College.
