Police Superintendent Paul McLaughlin said during a press conference Wednesday that authorities do not believe the shooting was random.
“When it comes to retaliatory violence, we look to try to get that shooter off the street as quickly as we can,” McLaughlin said. “We try to minimize the opportunity for some type of retaliation against or by the same group of people.”
