The honor is intended for Salem residents who, "in the spirit of Mayor Zoll, dedicate themselves to the often unseen work of strengthening our community each day, whether through volunteering, serving on local boards, or bringing neighbors together to make a positive difference."

The award focuses on civic work that may not always draw public attention but still shapes daily life in the city. Volunteering, service on local boards and efforts to bring neighbors together are examples of the kinds of contributions the award is meant to recognize.
