Quigley, accused of driving drunk and speeding in an unmarked cruiser, has pleaded not guilty to felony motor vehicle homicide while the special prosecutor questions how the initial investigation was handled.

Prosecutors say he allegedly sprayed traffic with an assault-style rifle before being shot and subdued, creating an extraordinarily dangerous situation during a busy afternoon.
